Electrical installation condition report (EICR)

A report by a qualified electrician on the safety of a home's fixed wiring. Every private let in England needs one at least every five years.

In short: An EICR is an inspection and test of the fixed electrical installation: wiring, sockets, consumer unit and fixed appliances. Since 1 April 2021 every private tenancy in England needs one at least every five years. Faults coded C1, C2 or FI must be put right, usually within 28 days.

Safety certificates and the home

The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require landlords to:

  • have the installation inspected and tested by a qualified person at least every five years (sooner if the report says so);
  • give a copy to existing tenants within 28 days, to new tenants before they move in, and to the council within 7 days if it asks;
  • carry out remedial work or further investigation within 28 days (or sooner if the report says), and confirm in writing to the tenant and the council within 28 days of finishing.

Councils can fine a landlord who breaches the rules, and arrange the work themselves.
